Abstract

"The National Council for Vocational Awards was established by the Minister for Education in October 1991 to develop a comprehensive assessment and certification system for a wide range of vocational programmes, with particular reference to the education sector. Since its establishment, the Council has undertaken as a matter of urgency, a large programme of work focussing on: a review of the programmes within its remit; an examination of international, and especially European, trends in the certification of vocational qualifications; the definition of a national framework for vocational qualifications; development of practices and procedures for the future work of the Council. This document presents the Council's proposed national framework for vocational qualifications which is designed to ensure that Ireland will be well placed to benefit from the growing integration within the European Community."
