Abstract

The reforms of the Bologna Process, the New Public Management and the teacher training aim at the development of transparent and comparable degree programs. So far, the innovation processes of the tertiary education sector are influenced by educational policy rather than empirical evidence. This study contributes to this research gap by offering empirical evidence based on a comprehensive curriculum analysis, focusing on all bachelor's and master's programs of business and economics education at German universities. Their frameworks, objectives, structures and contents are analyzed in terms of transparency and comparability. In addition, the focus will be on the extent to which the basic curriculum of the division Vocational Education and Training of the German Educational Research Association (GERA) contributes to external legitimacy. The results show a high heterogeneity of the respective degree programs and therefor point to the need for intensive development and implementation of discipline policy documents. Thus, the findings serve the empirically-based development of degree programs.
