Akteure beruflicher Bildung im Rahmen einer Regionalentwicklung – Versuch einer kritischen Betrachtung

Abstract

„In diesem Diskussionsbeitrag wird die Bedeutung der Akteure in der beruflichen Bildung bei der Regionalentwicklung betrachtet. Die berufliche Erstausbildung ist aufgrund der Rechtskreise Schulrecht als Landesrecht einerseits und Berufsbildungsrecht als Bundesrecht andererseits durch eine Vielzahl nicht koordiniert handelnder Akteure in der Berufsbildungsplanung gekennzeichnet. Der ländliche Raum ist im Gegensatz zu Metropolregionen aus Sicht eines gleichermaßen für alle Auszubildenden gegebenen Anspruchs auf angemessene Bildungsstandorte ­– Stichworte Daseinsvorsorge, Demografie, politische und landesrechtlich geregelte administrative Zuständigkeiten der Kommunen, Landkreise, Bezirksregierungen, die Länder selbst – zu betrachten. Ausbildungsplatzangebote unterliegen aufgrund unternehmerischer Entscheidung keiner räumlich definierten Struktur. Insofern ist die Region als Bildungsraum weiter zu fassen als Kommunal- und Landesgrenzen oder Kammer- ggfs. Arbeitsagenturgrenzen im Rahmen der wirtschafts-, arbeits-, sozialpolitischen sowie ausbildungsmarktpolitischen Dimensionen. Darauf bezieht sich die Frage der bereitzustellenden materiellen und personellen Ressourcen, die sich notwendigerweise auch aus der Schneidung und Differenzierung von Ausbildungsberufen ergeben. Diese, hier erörterten Rahmenbedingungen haben Einfluss auf die Fachklassenbildung in der beruflichen Erstausbildung. „In this contribution to the discussion, the significance of the actors in vocational education and training in regional development is considered. Initial vocational education and training is characterised by a multitude of non-coordinated actors in vocational education and training planning due to the legal spheres of school law as state law on the one hand and vocational education and training law as federal law on the other. In contrast to metropolitan regions, rural areas must be viewed from the perspective of an equal entitlement for all trainees to appropriate training locations - key words: provision of public services, demographics, political and administrative responsibilities of municipalities, counties, district governments and the Länder themselves regulated by Land law. Training place offers are not subject to a spatially defined structure due to entrepreneurial decisions. In this respect, the region as an educational space is to be defined more broadly than municipal and Land borders or chamber or employment agency borders within the framework of economic, labour, social policy and training market policy dimensions. This relates to the question of the material and human resources to be made available, which necessarily also result from the cutting and differentiation of training occupations. These framework conditions discussed here have an influence on the formation of specialised classes in initial vocational education and training.
