This working paper aims at at exploring how the social partners are dealing with the priorities related to the Copenhagen-Helsinki process in education and training at European, national and sectoral levels. The core of the empirical data comes from semi-structured interviews with nearly 90 trade unions and employer association representatives (cross-industry and sectoral representatives at European and national level), selecting a sample of 12 countries (Belgium, Germany, Ireland, Spain, France, Italy Lithuania, Hungary, Poland, Romania, Slovakia and Sweden) and 6 sectors (trade, telecommunications, post and courier, electricity, chemical industry and road transport). An analysis of the joint texts and work programmes of the European social dialogue completes the empirical material. (BIBB-Doku)
