dc.description.abstract„Die Politik des dualen Systems in Deutschland steht im engen Zusammenhang mit den Institutionen des „dual“ genannten und gesetzlich geregelten „Systems“ der Berufsausbildung in Betrieben (einschließlich überbetrieblichen Ausbildungsstätten) und Berufsschulen. Institutionengeschichtlich ist dieses System aus der handwerklichen Gewerbepolitik Ende des 19. Jahrhunderts und der Verbändepolitik der industriellen Lehrlingsausbildung seit Anfang des 20. Jahrhunderts hervorgegangen. Bemerkenswerterweise hat sich unter extrem unterschiedlichen staatlichen Rahmenbedingungen ein kontinuierlicher Entwicklungspfad herausgebildet. Er fand Ende der 1960er Jahre im Berufsbildungsgesetz als „Magna Charta“ der Politik des dualen Systems seinen Niederschlag. Trotz mehrfacher Novellierungen dieses Gesetzes sind die Basisstrukturen des dualen Systems und die maßgeblichen Bezugsgrößen seiner politischen Regulierung weitgehend unverändert geblieben. Dualitätsprinzip, Berufsprinzip und Konsensprinzip der staatlich-korporativen Regulierung haben seit Jahrzehnten dazu beigetragen, dass sich die Berufsqualifizierung in Deutschland auf weltweit hohem Niveau etablieren konnte. Gleichwohl ließen sich strukturell erforderliche Reformen und politisch angekündigte Leitziele wie die der Ausbildungsgarantie und Gleichwertigkeit nicht in praktische Maßnahmen umsetzen. Dazu hätte es nach Auffassung des Autors einer Bildungspolitik „aus einem Guss“ bedurft, wie sie Anfang der 1970er Jahre in der Bundesrepublik mit der Verbindung von allgemeinem und beruflichem Lernen angestrebt wurde.“ (Autorenreferat; BIBB-Doku)de
dc.description.abstract„Politics and policy of the dual apprenticeship system in Germany are closely related to the institutions and regulations of vocational education and training (VET) in companies (including inter-company training centres) and vocational schools. From a regulative point of view, VET policy, politics and polity are a mixed system of state, market and corporate components. This system is not the product of a planned structure but rather the result of a development which has slowly emerged from both the craft trade policy in the late 19th century and the policy of employers’ umbrella associations in the early 20th century. Despite the influences of varied state systems, a continuous developmental path of the dual system and its related policies emerged. This resulted in the Vocational Training Act (1969) as the “Magna Charta” of dual apprenticeship system politics and policy in Germany. There were several amendments to this act, but the basic structures of the dual system and the key benchmarks of its political regulation have remained. For decades, the principle of workplace and school duality, the vocation principle, and the principle of “consensus based” tripartism of state, employers’ organisations and trade unions in VET policy making have contributed to the fact that vocational qualification in Germany has been able to establish itself at a high level of VET standards worldwide. Nevertheless, the dual apprenticeship system faces accusations that it is eroding. Structurally necessary reforms and key political objectives such as guaranteed apprenticeships and vocational education opportunities for school leavers have yet to be implemented. In the author’s opinion, this would have required a singular education policy (as was the case in the Federal Republic at the beginning of the 1970s) with the goals of equal educational opportunities and the establishment of links between general and vocational learning.” (author’s abstract; BIBB-Doku)de
