Berufliche Schulen als Lern- und Innovationsräume : eine Betrachtung jenseits des deutschen Kontextes am Beispiel von englischen FE-Colleges

Abstract

„Dieser Beitrag beleuchtet Further Education (FE)-Colleges in England als Kontext der Umsetzung von Innovationen in der beruflichen Bildung. FE-Colleges sind semi-private Bildungsanbieter, die in einem wettbewerblichen Kontext agieren. Sie stehen vor der Herausforderung, immer wieder auf die Einführung neuer Qualifikationen im Bereich der beruflichen Bildung reagieren zu müssen. Der Beitrag zeichnet an Beispielen nach, wie und warum sich das Qualifikationsangebot im Bereich der beruflichen Bildung im englischen Kontext in den letzten Jahrzehnten verändert hat. Das beschriebene Umfeld hat zur Folge, dass Lehrkräfte an FE-Colleges im Vergleich zu Lehrenden an berufsbildenden Schulen ein eingeschränkteres Innovationsverständnis haben. Sie gehen auf Innovationen insgesamt eher reaktiv ein. Die Aufgabe, aktiv Innovationen voranzutreiben, wird meist der Leitung von Colleges zugeschrieben. Daraus ergibt sich ein Bild, in dem der Aufbau von Innovationskompetenz weitgehend nicht auf der Ebene von Lehrkräften stattfindet.“ (Autorenreferat; BIBB-Doku)

„This paper investigates Further Education (FE)-Colleges in England as an implementation context of innovation in vocational education and training. FE-Colleges are semi-private providers of education and training, operating in a competitive environment. They face the challenge of providing school-based vocational qualifications that are subject to frequent and far-reaching change. Using examples of a number of different qualifications, the paper demonstrates the reasons why, and the ways in which vocational qualifications have changed frequently in England over recent decades. The context in which FE-Colleges find themselves results in teaching staff demonstrating comparatively limited capacity to engage with innovation. In most cases they react to change, but are not in a situation to shape innovation actively. Instead, this is perceived as a task of the College management. This means that the competence to initiate and shape innovation is difficult to develop at the level of teaching staff.“ (author’s abstract; BIBB-Doku)
