Berufliche Bildungsperspektiven für Menschen mit gesundheitlichen Beeinträchtigungen zur Sicherung des Fachkräftebedarfs

Abstract

„Ein zentrales sozial- und bildungspolitisches Ziel ist die Teilhabeförderung von Menschen mit gesundheitlichen Einschränkungen. Begründet wird dies einerseits in dem normativen Anspruch einer inklusiven Gesellschaft (BMAS 2021). Andererseits stellt die Zielgruppe mit ca. 5,9 Mio. Menschen im erwerbsfähigen Alter ein bedeutendes inländisches Potential zur Sicherung des Fachkräftebedarfs dar (vgl. ebd., 12ff.). Trotz vielzähliger Maßnahmen liegen deren berufliche Teilhabechancen jedoch unter dem Durchschnitt (vgl. Bonin 2020). Berufliche Qualifizierung kann eine Schlüsselfunktion bei der Teilhabeförderung der Zielgruppe einnehmen. Im Workshop 20 der Hochschultage Berufliche Bildung 2023 diskutierten rund 35 Teilnehmende über entsprechende Chancen und Herausforderungen entlang von vier Fokusebenen: Institutionelle und curriculare Strukturen, Berufsbildungspersonal, Arbeitgebende, Betroffene. Der Beitrag reflektiert zentrale Befunde der Fachveranstaltung und liefert anhand einer empirischen Untersuchung einen exemplarischen Einblick in die Möglichkeitsspielräume und Gelingensbedingungen beruflicher Teilhabe. So werden Perspektiven zur (Re)Integration langzeitarbeitsloser Personen mit gesundheitlichen Einschränkungen anhand von Befunden aus einem Modellprojekt näher dargestellt und deren Umsetzungsmöglichkeiten diskutiert. Im Fazit zeichnet sich ein ambivalentes Bild ab, welches grundlegende Reformbedarfe im bildungspolitischen Sektor begründet, aber auch mögliche Grenzen dessen Integrationsfähigkeit skizziert.“ (Autorenreferat; BIBB-Doku)„A central social and educational policy goal is to increase the participation of people with health disabilities. On the one hand, this is based on the normative claim of an inclusive society (BMAS 2021). On the other hand, with around 5.9 million people of employable age, the target group represents a significant national potential for securing the demand for skilled labour (vgl. BMAS 2021, 12ff.). Despite numerous programs, however, their chances of participating in the labour market are below average (Bonin 2020). Vocational training can take a key role in increasing the participation of the target group. At Workshop 20 of the Hochschultage Berufliche Bildung 2023, around 35 participants discussed the corresponding opportunities and challenges along four focus levels: Institutional and curricular structures, VET professionals, employers, the people affected. The article reflects on central results of the event and provides an exemplary insight into the possibilities and conditions for vocational participation based on one empirical study. So perspectives on the (re)integration of long-term unemployed persons with health restrictions are presented in more detail based on results from a model project and discussed with a view to their possible implementation. In conclusion, an ambivalent picture emerges, which substantiates fundamental reform needs in the education policy sector, but also outlines possible limits to its ability to integrate.“ (authors’ abstract; BIBB-Doku)
