Abstract

"How is it possible for commercial vocational training to contribute to shaping an economy that is orientated towards sustainability? In order to answer this question, the Federal Institute for Vocational Education and Training (BIBB) is currently promoting 12 joint projects with the funding priority "Vocational training for sustainable development - pilot projects 2015-2019" in two lines of funding. Funding line 1 covers the "Development of domain-specific sustainability competences in commercial occupations" (cf. https://www2.bibb.de/bibbtools/de/ssl/33716.php) and receives academic support from the Institute for Vocational and Business Education of the University of Hamburg. One task of academic monitoring is the development of three combined models for a) competence development and value system, b) curricular and didactic concepts, and c) qualification of vocational training personnel. The modelling concept allows the consolidation of relevant literature and research, as well as of the specific (interim) results of ongoing pilot projects. Here it becomes evident that especially the pragmatic characteristics of the three models determine the form. For example, in model a) competences that are orientated towards sustainability are to be modelled in Casper et al. (2018) such way that they enable the ideal modelling of curricular and didactic concepts that follows. Against this background, modelling acquires an emphasis that is different from that of, for example, models that are aimed at measuring competence. This paper describes the modelling concept and, as a first result, provides a meta-theoretical referential and analytical framework for discussion that differentiates the competence models according to the categories competence structure, competence gradation, competence development and competence impact and illustrates them using the example of design competence orientated towards sustainability within the framework of the above-mentioned funding priority of the pilot project with a practice-orientated approach."
