dc.description.abstract"The effectiveness of vocational education and training (VET) depends on the quality of interactions between the actors from the education and employment systems, which ensure the correspondence of skills supply and demand. This paper develops an instrument to measure education-employment linkage (EEL) by capturing EEL in each sub-process where these actors can and should interact. Surveying VET experts from 18 countries suggests that countries with dual VET have the highest EEL, while the included Asian countries score lowest in terms of EEL. The analysis further reveals that the three most important sub-processes are employer involvement in the definition of qualification standards; employer involvement in deciding the timing of curriculum updates; and the combination of workplace training with classroom education." dc.description.abstractDas internationale Interesse am dualen Bildungssystem der Schweiz ist groß. Ausschlaggebend für den Erfolg ist nicht zuletzt die Zusammenarbeit zwischen Unternehmen und Berufsschulen. Was bedeutet diese 'Koppelung' von Akteuren des Arbeitsmarktes und der Berufsbildung? Wie kann sie gemessen werden? Antworten liefert der 'KOF Education-Employment Linkage Index': Er basiert auf einem systemtheoretischen Ansatz und misst die Koppelungsintensität anhand einer Expertenbefragung in ausgewählten Ländern. Die Koppelung der Bildungs- und Beschäftigungssysteme bezieht sich auf die Qualität der Kommunikation zwischen den jeweiligen Akteuren. Um die Koppelungsintensität empirisch zu untersuchen, wurden Berufsbildungsexperten aus dem Bildungssystem, dem Beschäftigungssystem und der Wissenschaft in 18 Ländern befragt. Im Ergebnis weisen Länder mit einem ausgeprägten dualen Berufsbildungssystem (Schweiz, Dänemark, Deutschland) das beste Gesamtergebnis auf, während die südostasiatischen Länder (Hongkong, Singapur, Südkorea und Japan) bezüglich der Koppelungsintensität am Ende der Skala liegen.
