Abstract
"2015 und 2016 sind rund 1,2 Millionen Menschen als Schutzsuchende in Deutschland registriert worden. Ihre Integration stellt die berufliche Bildung vor große Herausforderungen. Das wissenschaftliche Diskussionspapier beleuchtet dieses Thema aus verschiedenen Perspektiven. In einführenden Beiträgen werden Bildungsvoraussetzungen von Geflüchteten sowie ihre Zugangsvoraussetzungen in berufliche Ausbildung skizziert. Auf der Grundlage von BIBB-Untersuchungen werden Ergebnisse zur Ausbildungsbereitschaft der Betriebe und dem Übergang Geflüchteter in berufliche Ausbildung sowie eine BIBB-Modellrechnung zur Nachfrage Geflüchteter nach dualer Ausbildung in den nächsten Jahren vorgestellt. Weitere Schwerpunkte bilden bestehende Möglichkeiten der Flexibilisierung dualer Ausbildung, die Angebote zur Hinführung Geflüchteter in Ausbildung sowie kommunale und internationale Erfahrungen mit Flüchtlingen in diesem Handlungsfeld. Ausgehend von den zentralen Ergebnissen wird abschließend erörtert, wie die Integration Geflüchteter in die berufliche Ausbildung gelingen kann. Die Stärkung betrieblicher Ausbildung, die Weiterentwicklung berufsvorbereitender Angebote, die ganzheitlichere Ausrichtung ausbildungsbegleitender Angebote sowie mehr Zeit für eine gezielte Berufsorientierung und Ausbildungsvorbereitung stehen hierbei besonders im Fokus." "In 2015 and 2016, 1.2 million people were registered as refugees in Germany. Their integration poses a challenge for the system of vocational Education and Training (VET) in Germany. This scientific discussion paper tackles the topic from different angles. First, the educational background of the refugees as well as the legal access requirements to dual VET are mapped out. Next, main survey results of the Federal Institute for Vocational Education and Training (BIBB) with regard to opportunities of enterprises to train refugees and to access of refugees to dual VET are presented, as well as a BIBB model calculation on the demand of refugees for dual VET places in the coming years. Further emphasis is given to the existing options of flexibilisation within dual VET, to the schemes preparing refugees for dual VET as well as to local and international experiences with refugees. In the light of these results, the authors finally discuss how the integration of refugees within dual VET can succeed. Important issues are the strengthening of in-company training, the further development of vocational preparation schemes, the assistance provided during dual VET as well as the extension of vocational orientation and preparation."
