Implementierung struktureller Innovationen im Berufsbildungssystem zwischen internationalen privatwirtschaftlichen Initiativen und nationalstaatlicher Steuerung: Das Interreg South Baltic Projekt BBVET als Fallbeispiel

Abstract

"Europäische Wirtschaftsbeziehungen implizieren eine Öffnung der nationalen Bildungssysteme zur Erleichterung beruflicher Mobilität und Fachkräftesicherung. Vor diesem Hintergrund sind in den letzten Jahren drei zum Teil konkurrierende Strategien zur Implementierung struktureller Innovationen zu beobachten: Internationalisierungsstrategien als ordnungspolitische Regelungen, um nationale Ausbildungsstrukturen zu öffnen, die Entstehung und Nutzung europäischer Transparenzinstrumente sowie die Etablierung von Internationalen Sektoralen Qualifikationen. Diese drei Wege einer Europäisierung bzw. Internationalisierung spiegeln die Spannungen einerseits zwischen nationaler Bildungspolitik und supranationalen Interessen sowie Strategien und andererseits staatlicher respektive privatwirtschaftlicher Steuerung wider. Ein möglicher Zwischenweg, grundständige berufliche Qualifikationen mit europäischen Bezug in Einklang mit nationalen ordnungspolitischen Regelungen zu bringen, wurde im Entwicklungsprojekt BBVET (Boosting Business Integration through joint Vocational Education and Training) 2016-2019 erprobt und im Rahmen gestaltungsorientierter Forschung begleitet. Im Beitrag werden die konträren Internationalisierungsstrategien analysiert, ab- und eingegrenzt und systematisiert sowie Forschungsdesiderata identifiziert." (Autorenreferat; BIBB-Doku)

"European economic relations imply an opening of the national education systems to facilitate vocational mobility and secure the future skilled labour force. Taking this development into account, lately three partly competing strategies for the implementation of structural innovations could be observed: internationalisation strategies as regulatory rules to open up national vocational education systems, the emergence and use of European transparency instruments as well as the establishment of international sectoral qualifications. These three ways of Europeanisation or internationalisation reflect the tensions on the one hand between national educational policy and supranational interests and strategies as well as on the other hand state respectively private sector governance. A possible intermediate way to bring vocational qualifications with European reference in line with national regulations was piloted in the development project BBVET (2016-2019), which was based on design-oriented research. In this article, the contrary internationalisation strategies will be analysed, delimited and systematized as well as research desiderata identified." (authors' abstract; BIBB-Doku)
