Abstract

"There are no explicit criteria for the structuring of training occupations, that is to say the differentiation in the form of, for example, subject directions, areas of emphasis, elective qualification units or a combination of various models. The vocational education and training law (BBiG) only specifies minimum standards for the design of training regulations, amongst others the title and duration, examination requirements, objective and time structure (§ 5 BBiG). Further interpretation and concretisation are subject to the discretion of the participating actors, and is explicitly welcomed by the law. This openness and the participation structure correspond with the complexity of the object, since, in the construction of training occupations at the intersection between the education and training system and the employment system, it is necessary to take into consideration educational, economic and labour market perspectives, as well as the perspective of vocational education and training. The complex structure of demands, as well as the organisational openness in the developing of training occupations also, however, corresponds with the heterogeneity of the structural models. On closer inspection, it can be established that the individual structural models regarding various criteria such as amount of time, beginning and end within the training duration, embedding in the training regulations or the depiction in the examination vary significantly. The Federal Institute for Vocational Education and Training (BIBB) research project on 'The structuring of recognised training occupations in the dual system' (duration: I/2012 - III/2014) aims to undertake a systematic (new) consideration of the forms of structuring training occupations, using an analysis of the justifications of structural models and their suitability in practice." "Für die Strukturierung von Ausbildungsberufen, d. h. der Differenzierung etwa in Form von Fachrichtungen, Schwerpunkten, Wahlqualifikationseinheiten oder eine Kombination aus verschiedenen Modellen, gibt es keine expliziten Kriterien. Das Berufsbildungsgesetz (BBiG) legt nur Mindeststandards für die Gestaltung von Ausbildungsordnungen fest, u. a. Bezeichnung und Dauer, Prüfungsanforderungen, sachliche und zeitliche Gliederung (§ 5 BBiG). Die weitere Interpretation und Konkretisierung unterliegt dem Ermessen der beteiligten Akteure, die im Gesetz ausdrücklich erwünscht ist. Diese Gestaltungsoffenheit und Beteiligungsstruktur korrespondieren mit der Komplexität des Gegenstands, da bei der Konstruktion von Ausbildungsberufen an der Nahtstelle zwischen Bildungs- und Beschäftigungssystem bildungs-, wirtschafts- und arbeitsmarktpolitische sowie berufspädagogische Gesichtspunkte zu berücksichtigen sind. Die komplexe Anforderungsstruktur sowie die Gestaltungsoffenheit bei der Entwicklung der Ausbildungsberufe korrespondieren allerdings auch mit einer Heterogenität der Strukturmodelle. Bei genauerem Hinsehen lässt sich feststellen, dass die einzelnen Strukturmodelle hinsichtlich verschiedener Kriterien wie zeitlicher Umfang, Beginn und Ende innerhalb der Ausbildungszeit, Verankerung in der Ausbildungsordnung oder Abbildung in der Prüfung stark variieren. Das BIBB Forschungsprojekt zur 'Strukturierung anerkannter Ausbildungsberufe im dualen System' (Laufzeit: I/2012 - III/2014) verfolgt das Ziel, auf Basis der Analyse der Begründungen von Strukturmodellen und ihrer Tauglichkeit in der Praxis eine systematisierende (Neu-)Betrachtung der Strukturierungsformen von Ausbildungsberufen vorzunehmen."
