Employment forecasting in Germany - an occupational flexibility matrix approach

Abstract

This chapter starts with an overview of the data sources and taxonomy used for the coordinated procetions of the demand and the supply of labour by occupation and qualification level. Then the methodology of the two-side models (BIBB-DEMOS and BIBB-FIT) and the results of supply forecasts on the occupational level compared to the demand of occupations are described. Furthermore, the concept of occupational fields developed by BIBB and an occupational flexiblity matrix. The latter is a tool designed to analyse the interaction between initial vocational qualifications and the occuipation exercised. Finally, the authors take a look at the planned actions within the project QUEBE ("Qualifikation und Beruf" - "Qualifcation and Occupation in the Future"), which aims at combining the demand and supply-side models into one integrated model. (BIBB-Doku)Bei den BIBB-IAB-Qualifikations- und Berufshauptfeldprojektionen handelt es sich um eine koordinierte Angebots- und Bedarfsprojektion bis zum Jahr 2025/2030 unter Anwendung gemeinsam definierter Berufsfelder und Qualifikationsabgrenzungen. Auf der Grundlage der Daten der Mikrozensen mehrerer Jahre sind sowohl der Bestand an Erwerbstätigen nach ausgeübtem Beruf und Branchenzugehörigkeit als auch die Erwerbspersonen nach Qualifikationsniveau, Alter und Geschlecht aufbereitet worden. Der Beitrag beschreibt sowohl die Datengrundlagen und methodischen Vorarbeiten, die Strukturen und Annahmen der insgesamt zwei Projektionsmodelle (BIBB-DEMOS-Modell und BIBB-FIT-Modell) als auch die Modellrechnungen einer Saldierung von Angebot und Bedarf bis 2025 unter Berücksichtigung der beruflichen Flexibilität. Damit sollen mögliche Engpässe und Handlungsfelder auf dem Arbeitsmarkt der Zukunft sichtbar gemacht werden. Abschließend geben die Autoren einen Ausblick auf die geplante Kombination von Arbeitsangebot und Arbeitsnachfrage in einem integrierten Modell. (IAB)
