Duale Berufsausbildung in Teilzeit : Empirische Befunde zu Strukturen und Entwicklungen der Teilzeitberufsausbildung (BBiG/HwO) sowie zu Ausbildungsverläufen auf Basis der Berufsbildungsstatistik

Abstract

Die Möglichkeit, eine Berufsausbildung auch in Teilzeit durchzuführen, soll helfen Ausbildungslosigkeit zu vermeiden und den Fachkräftebedarf zu sichern. Sie wurde im Jahr 2005 im Berufsbildungsgesetz (BBiG) gesetzlich verankert. Neuerungen durch das Berufsbildungsmodernisierungsgesetz von 2019 sollen die bislang nur wenig genutzte Option stärken. Das Diskussionspapier liefert deskriptive Analysen zu Strukturen und Entwicklungen der Teilzeitberufsausbildung im dualen System (nach BBiG bzw. Handwerksordnung) auf Basis der Berufsbildungsstatistik 2008 bis 2018. Ein Schwerpunkt liegt dabei in der Analyse der Ausbildungsverläufe bei dualer Teilzeitberufsausbildung, wozu bislang nur wenige Befunde vorliegen. Die Befunde werden vor dem Hintergrund des gesellschafts- und bildungspolitischen Kontextes sowie der aktuellen Gesetzesänderungen durch das Berufsbildungsmodernisierungsgesetz diskutiert. Außerdem werden Möglichkeiten und Grenzen der Analyse der Berufsbildungsstatistik ausgelotet. Auch wenn mit dem Datenschatz der Berufsbildungsstatistik umfangreiche Analysen zur dualen Berufsausbildung in Teilzeit möglich sind, liegen Grenzen insbesondere in der Analyse der Ausbildungsverläufe, welche mit einem Bildungsregister erheblich verbessert werden könnten. Die Einführung eines Bildungsregisters inklusive Verlaufsdaten zur Berufsausbildung wird derzeit geprüft. (Autorenreferat ; BIBB-Doku)

"The option of part-time vocational education and training (VET) aims to avoid a lack of training and also to help covering the demand for skilled labour. It was regulated by the Vocational Training Act (BBiG) since 2005. Innovations introduced by the Vocational Training Modernisation Act of 2019 are intended to strengthen this option, which is implemented to a very limited extent to date. The discussion paper provides descriptive analyses of the structures and developments of part-time vocational training in the dual vocational training system (under the BBiG or the Crafts and Trades Act) based on VET statistics.One focus is on the analysis of training pathways. The findings are discussed against the background of the socio-political and education policy context and the current changes in legislation brought about by the Vocational Training Modernisation Act. The opportunities and limitations of analysing VET statistics are also explored. Even though extensive analyses of dual part-time vocational training are possible with VET statistics, there are limits, particularly in the analysis of training histories. An education register could significantly improve the possibilities for analysis.
