Abstract
„Die Landeshauptstadt München stellt seit 2016 im Rahmen einer „bedarfsorientierten Budgetierung“ (BoB) ausgewählten beruflichen Schulen in städtischer Trägerschaft zusätzliche finanzielle bzw. personelle Ressourcen zur Verfügung, die sie für die Förderung benachteiligter Zielgruppen in den Bildungsgängen verwenden können. In einem ersten Förderprogramm mit einem Fokus auf 22 Ausbildungsberufen (BoB-1) wurden zahlreiche Förderkonzepte entwickelt und erprobt, die für den Transfer auf ein Folgeprogramm mit einer Erweiterung um Bildungsgänge in Berufsfachschulen, Fachschulen sowie Fach- und Berufsoberschulen (BoB-2) zur Verfügung standen. Das in diesem Beitrag untersuchte Programm BoB-2 verfolgt das Leitziel, Bildungsbenachteiligung in heterogenen Lerngruppen durch angepasste Förderkonzepte zu reduzieren. Die Untersuchung fokussiert zwei Schwerpunkte: (1) Wie werden die Förderkonzepte in BoB-2 im Hinblick auf die Konkretisierung der Ziele und die Auswahl der förderbedürftigen Lernenden gestaltet? (2) Wie erfolgt der Transfer bestehender Förderkonzepte aus BoB-1 auf die veränderten Bildungsziele und Rahmenbedingungen in den neuen Bildungsgängen? Welche Bedeutung besitzen Innovationsprozesse bei dem Transfer der Förderkonzepte? Ausgehend von einer bildungspolitischen Kontextualisierung (Kap. 2) sowie transfer- und innovationstheoretischen Grundlegungen (Kap. 3) wird das Forschungskonzept (Kap. 4) ausgeführt. In Anlehnung an Prinzipien des „Design-Based Research (DBR)“ werden der Untersuchungskontext, die verwendeten Datenerhebungsmethoden sowie das Vorgehen bei der Datenauswertung skizziert. In Kap. 5 werden entlang der eingeführten Forschungsfragen die zentralen Befunde zu den beiden Untersuchungsschwerpunkten dargestellt. Zudem werden zentrale Einzelbefunde abstrahiert und Leitlinien in Form von Gestaltungsprinzipien für die Entwicklung entsprechender Förderkonzepte ausgewiesen. „Since 2016, the city of Munich has been providing selected municipal vocational schools with additional financial and human resources as part of a ‘needs-based budgeting' (bedarfsorientierten Budgetierung - BoB) programme, which they can use to support disadvantaged target groups in their educational programmes. In an initial support programme focusing on 22 vocational occupations (BoB-1), numerous support concepts were developed and tested, which were then transferred to a follow-up programme that was expanded to include educational programmes at vocational schools, technical colleges (Fachschulen) and vocational upper secondary schools (BoB-2). The BoB-2 programme researched in this article pursues the key objective of reducing educational disadvantage in heterogeneous learning groups through customised support concepts. The study focuses on two main areas: (1) How are the support concepts in BoB-2 designed with regard to the specification of objectives and the selection of learners in need of support? (2) How are existing support concepts from BoB-1 transferred to the now different educational objectives and framework conditions in the new educational programmes? How important are innovation processes in the transfer of support concepts? Based on an educational policy contextualisation (Chapter 2) and transfer and innovation theory foundations (Chapter 3), the research concept (Chapter 4) is outlined. Based on the principles of design-based research (DBR), the research context, the data collection methods used and the data analysis procedure are presented. In Chapter 5, the key findings on the two main areas of investigation are presented in line with the research questions introduced. In addition, core individual findings are summarised and guidelines in the form of design principles for the development of appropriate support concepts are identified.
