Volkswirtschaftliche Effekte einer Ausbildungsgarantie : Simulation einer Übertragung der österreichischen Ausbildungsgarantie nach Deutschland

Abstract

„In der deutschen Diskussion ist das Thema Ausbildungsgarantie derzeit so aktuell wie umstritten. Für die einen ist es ein ordnungspolitischer Sündenfall und eine Gefährdung des dualen Ausbildungssystems, für die anderen der Königsweg zur Lösung der Ungleichgewichte auf dem Ausbildungsmarkt. Die Befürworter erhoffen sich von einer Ausbildungsgarantie verlässliche und von Krisen und regionalen Ungleichgewichten unabhängige Ausbildungsperspektiven für junge Menschen. Kritiker befürchten eine Verdrängung betrieblicher Ausbildung, hohe Kosten für den Staat und Einbußen in der Ausbildungsqualität. In Österreich ist die Ausbildungsgarantie seit vielen Jahren etabliert und die Befürchtungen der Kritiker sind nicht eingetreten: Die Ausbildungsgarantie wurde dort gemeinsam mit Wirtschaft und Sozialpartnern entwickelt und aufgrund geschickt gesetzter Anreize ist es nicht zu einer Verdrängung betrieblicher Ausbildung gekommen. Im Gegenteil: Betriebe, die ÜBA-Auszubildende während der Ausbildungszeit übernehmen, erhalten vorqualifizierte Jugendliche, die die mitunter schwierige Einstiegsphase schon hinter sich haben. Das macht Betrieben und Jugendlichen das Leben leichter. Aber lässt sich das alles auf Deutschland übertragen? Was würde passieren, wenn wir in Deutschland ein Modell mit ähnlicher Wirkungsweise hätten? Genau diese Fragen werden mit der vorliegenden Studie beantwortet werden. Dabei geht es nicht darum, zu behaupten, das österreichische System ließe sich eins zu eins auf Deutschland übertragen. Die Intention ist vielmehr, aus einer bildungsökonomischen Perspektive realistische Größenordnungen dafür zu liefern, was eine Ausbildungsgarantie bewirken und an Folgeeffekten mit sich bringen kann. Die Ergebnisse sind ermutigend: Eine Ausbildungsgarantie nach österreichischem Vorbild wäre bereits nach wenigen Jahren für den Staat im Sinne eines positiven Budgetsaldos rentabel, sie würde das Bruttoinlandsprodukt signifikant erhöhen, die Wirtschaft mit einer großen Zahl zusätzlicher Fachkräfte versorgen, auf individueller Ebene das zu erwartende Lebenseinkommen drastisch erhöhen und natürlich auch den Bildungsstand der Bevölkerung anheben.“ (Hrsg.; BIBB-Doku)

“The aim of this study is to discuss and quantify the potential macroeconomic and fiscal effects of introducing a publicly financed vocational training guarantee in Germany based on experience with a similar programme in Austria. The study consists of two parts. The first part presents and analyses the empirical evidence from Austria and compares it to the vocational training situation in Germany. The analysis focuses on the scale, effects and costs of the vocational training guarantee in Austria. In the second part, a quantitative macroeconomic model (TaxLab) is used to simulate the potential economic effects of a vocational training guarantee in Germany. While the model captures the economic and institutional conditions in Germany, the simulation scenarios are constructed based on the insights from the Austrian evidence presented in the first part. As the implementation details of the (potential) guarantee in Germany are the subject of ongoing debate, the economic and fiscal effects are simulated for a number of different scenarios reflecting the main dimensions of uncertainty. Results show that a vocational training guarantee in Germany based on the Austrian model would have strong positive effects on economic activity, would be profitable from the perspective of public finances in medium and long run, and could provide the economy with a large number of additional skilled workers. Moreover, the guarantee contributes to the stabilisation of vocational training markets in times of economic downturn, such as the recent COVID-19 crisis. Participants of the publicly financed training programmes are the most strongly affected group, with their expected lifelong earnings increasing substantially. However, the increase in overall economic activity also results in positive employment and wage effects for other groups of people – especially for less-skilled workers. The results are robust with respect to reasonable variations of the key parameters, such as the costs and quality of the publicly financed vocational training, the number of participants, and several other factors.” (editor; BIBB-Doku)
