Abstract
„Umso mehr der Klimawandel in Deutschland spürbar wird, desto mehr gewinnen Maßnahmen zur Anpassung an seine unvermeidlichen Folgen an Bedeutung. Für die Umsetzung von Klimaanpassungsmaßnahmen braucht es Fachkräfte, die über das entsprechende Wissen sowie Fähigkeiten und Kompetenzen verfügen. Für den Transformationsprozess zum Aufbau von Klimaresilienz unserer Gesellschaft, Umwelt und Wirtschaft sind entsprechend qualifizierte Fachkräfte eine Voraussetzung. Der vorliegende Beitrag betrachtet, mittels Szenarioanalysen basierend auf dem QuBe-Modell, welche Berufsgruppen (der Klassifikation der Berufe) besonders betroffen sind und wie sich die Umsetzung von Klimaanpassungsmaßnahmen auswirkt. Darauf aufbauend werden Berufe mit neuen Kompetenzbedarfen im Hinblick auf Klimaanpassung identifiziert und deren Arbeitsmarktlage betrachtet. Dabei wird deutlich, dass der zunehmend spürbar werdende Fachkräftemangel sich durch den zusätzlichen Fachkräftebedarf für die Umsetzung von Klimaanpassungsmaßnahmen weiter verschärfen wird. Zukünftige Engpässe zu identifizieren, gibt Akteuren in Politik und Praxis der Berufsbildung und Wirtschaft die Möglichkeit rechtzeitig gegenzusteuern.“ (Autorenreferat; BIBB-Doku)
„The more climate change is felt in Germany, the more important measures for adapting to its unavoidable consequences become. The implementation of climate adaptation measures requires skilled workers who have the relevant knowledge, skills and competencies. For the transformation process to establish climate resilience in our society, environment and economy, an appropriately qualified workforce is a prerequisite. This paper considers, by means of scenario analysis based on the QuBe model, which occupational groups (of the classification of occupations) are particularly affected and which impact the implementation of climate adaptation measures will have. Based on this, occupations with new competence requirements with regard to climate adaptation are identified and their labour market situation is examined. It becomes clear that the increasingly noticeable shortage of skilled workers will be further aggravated by the additional demand for skilled workers for the implementation of climate adaptation measures. Identifying future shortages gives actors in VET policy and practice the opportunity to take appropriate measures in time.“ (authors‘ abstract; BIBB-Doku)
