Implementing the OECD jobs strategy : member countries' experience

Abstract

"This report follows up on the OECD Jobs Study, which was published in 1994. The Jobs Study set out a comprehensive policy strategy to deal with the problems afflicting OECD labour markets, notably high and persistent unemployment. The present report takes the analyses further in a number of ways. First, it gives an overview of developments in labour markets in the 1990s. Second, it presents the main policy recommendations for implementing the OECD Jobs Strategy given to individual countries by the OECD's Economic and Development Review Committee, which Ministers of OECD countries in 1995 charged with the task of overseeing the implementation of the Jobs Strategy. Third, the report reviews countries/efforts to reform policies in line with the Strategy and discusses a number of the factors which have conditioned their progress in this respect, including concerns that implementing the recommendations might conflict with policy objectives in the fields of income distribution and social cohesion. Against this analytical background, a number of main lessons can be drawn concerning the implementation of the OECD Job's Strategy." Anschliessend werden die Empfehlungen der OECD zum Abbau der Arbeitslosigkeit zusammenfassend dargestellt. Im Hauptteil werden die Erfolge der einzelnen OECD-Länder bei der Umsetzung der OECD-Empfehlungen untersucht. Dabei wird auch auf die Frage eingegangen, inwieweit die Massnahmen gegen Arbeitslosigkeit zu einer zunehmenden sozialen Ungleichheit beitragen. (IAB)
