Transformation des Berufsbildungssystems in Ostdeutschland - eine historisch-systematische Studie

Abstract

"Literaturrecherchen zur Transformationsforschung des Berufsbildungssystems von der DDR zur BRD ergeben eine schwerpunktmäßige Befassung in den 1990er Jahren und danach zu "Jubiläen", wie BWP 5/2015. Danach findet sich keine relevante Literatur der Berufsbildungswissenschaften. Fragestellungen für die Folgenforschung des Transformationsprozesses sind u.a. soziale Herkunft und berufliche Ausbildung für den Zugang zum Arbeitsmarkt; Erfolge oder Misserfolge struktureller Berufsbildungsmaßnahmen durch Übertragung der westdeutschen "Erfolgs"modelle auf ein neues Wirtschaftssystem; langfristige Wirksamkeit der Ausbildungsplatzprogramme hinsichtlich des Fehlens gesellschaftspolitischer Folgenanalysen; gesellschaftliche Auswirkungen mangelnden betrieblichen Ausbildungsangebots und der Ausbildung in außerbetrieblichen Einrichtungen; neue Rolle der Lehrkräfte im Spannungsfeld zuständiger Stellen, Schulaufsicht und Unsicherheiten bezüglich der Weiterbeschäftigung. Nicht nur eine sozial- bzw. politikwissenschaftliche Betrachtung der Transformation, sondern auch eine explizit berufspädagogische ist unabdingbar, um der Frage demokratiefeindlicher politischer Einstellungen Jugendlicher in Ostdeutschland als Folge der Transformation nachzugehen. Es wird als Feld für die Berufs- und Wirtschaftspädagogik im Sinne der Untersuchung von Auswirkungen von Berufsbildungsprozessen mit den Grundkategorien der Berufs- und Wirtschaftspädagogik Beruf, Wirtschaft, Pädagogik bzw. "Research of the literature dealing with the transformation that vocational education and training underwent in the former East Germany following German reunification reveals a tendency to focus on the 1990s and on the anniversaries that followed, such as in the periodical BWP 5/2015 (Vocational Training in Research and Practice). After that, no relevant literature on vocational education sciences can be found. Areas of research on the impact of the transformation process include the following: social background and vocational education and training as factors influencing access to the labour market; the successes or failures of structural vocational education and training measures brought about by transferring West German "success" models to a new economic system; the long-term effectiveness of training placement programs with regard to the lack of socio-political impact analyses; the social effects of a lack of in-company vocational training opportunities and training outside companies; the new role of instructors in combining the conflicting elements of competent authorities, school supervision and uncertainties regarding continued employment. It is essential to consider the transformation process not only from the perspective of social or political science but also explicitly from that of vocational education in order to explore the issue of antidemocratic political attitudes among young people in East Germany as a result of the transformation. This is considered to be a field of research that focuses on investigating the effects of vocational education and training processes in terms of the basic categories of occupation, economy, pedagogy and education (cf.
