Die Rolle des Lernorts Betrieb für die Entwicklung der politischen Kompetenz von Auszubildenden – Ein Scoping Review

Abstract

"Ausbildungsbetriebe eröffnen Auszubildenden vielfältige Lerngelegenheiten und Sozialisationskon­texte für die Entwicklung von Wissen, Fähigkeiten, Einstellungen und Werten zur Mitgestaltung der Berufs- und Arbeitswelt, aber auch der Gesellschaft. Obgleich die Förderung politischer Kompetenz von Auszubildenden als ein Ziel beruflicher Ausbildung gilt, ist zu konstatieren, dass forschungsseitig wenig zu etwaigen Effekten von Lerngelegenheiten im Ausbildungskontext bekannt ist. Mit Blick auf betriebliches Lernen in der Berufsbildung werden in diesem Beitrag Lernformen adressiert, die geeignet erscheinen, politische Kompetenz bei Auszubildenden zu fördern. Das Spektrum umfasst sowohl nicht-formale (wie die Teilnahme an betrieblichen Interessenvertretungen) als auch informelle Lernmög­lichkeiten (zum Beispiel im Umgang mit Vorgesetzten und Kolleg:innen). Die im Zuge eines Scoping Reviews identifizierten Studien adressieren ein breites Spektrum an unterschiedlichen Lernmöglichkei­ten oder Merkmalen von Arbeitsplätzen (z. B. Konfliktverhalten in der Interaktion mit Ausbilder:innen, Vorhandensein von Betriebsräten) sowie Zielgrößen (z. B. politische Fertigkeiten als Facette sozialer Kompetenz sowie politische Partizipation). Die Ergebnisse machen unter anderem deutlich, dass sowohl positive (Einfluss der fachlich-didaktischen Qualifikation von Vorgesetzten) als auch negative Aspekte (z. B. undemokratische Entscheidungsstrukturen) im Ausbildungsbetrieb einen Einfluss auf die politi­sche Kompetenz der Auszubildenden haben können." (Autorenreferat; BIBB-Doku)

"During vocational education and training (VET) training companies provide apprentices with a wide range of learning opportunities and socialization contexts for the development of knowledge, skills, attitudes, and values that are relevant for the world of work and society. Although the promotion of political competencies is seen as a goal of VET, there is only few empirical evidence on possible effects of learning opportunities in the training context. With a focus on company-based learning in VET, we conducted a scoping review to examine the influence of learning opportunities that appear to be suitable for promoting political competencies among apprentices. This includes both non-formal (e.g., partici­pation in-company interest groups) and informal learning opportunities (e.g., interactions with superiors and colleagues). The results of the scoping review show that the identified studies addressed a wide range of different learning opportunities or workplace characteristics (e.g., conflict behavior in inter­actions with trainers) as well as dependent variables (e.g., political skills as a facet of social competence as well as political participation). Among other things, the results indicate that both positive (e.g., influ­ence of the qualifications of supervisors) and negative aspects (e.g., undemocratic decision-making structures) in the training company may affect the political competencies of trainees."
