Abstract

"Durch Implementierung von Bildungsinnovationen können Zielgruppen erreicht werden, die bisher nur schwer für berufliche Weiterbildung erschließbar sind. Das betrifft insbesondere nicht formal Qualifizierte. Denn Personen ohne anerkannten Berufsabschluss, aber teilweise mit vertiefter und/oder langer Berufserfahrung, haben aufgrund negativer Lernerfahrungen in Schule und Beruf häufig Vorbehalte gegenüber üblichen Formaten beruflicher Weiterbildung. Weiterbildungsbereitschaft, -beteiligung sowie -erfolge der Betroffenen können zielgruppen- und betriebsgerechte Weiterbildungsangebote erhöhen. Diese zeichnen sich durch hohen Anwendungsbezug, verstärktes Einbinden des Lernorts Betrieb, multimedialen Methodenmix sowie arbeitsmarktrelevante Formen der Feststellung und Anerkennung erworbener Kompetenzen aus. Entwicklungsbezogene Praxisforschung kann dazu beitragen, dass Ansätze arbeitsplatznahen, digitalen und zertifikatsorientierten Lernens, die sich in Modellprojekten bewährt haben, Eingang in die Weiterbildungskultur finden. Als anwendungsorientierte Feldforschung verstanden, sollte sie, im Hinblick auf die Transferfähigkeit generierter Innovationen, in Regelstrukturen eingebettet sein. Denn nur so kann sie neben Gelingens- auch Implementierungsbedingungen herausarbeiten. Orientiert an wissenschaftlichen Standards formativer Evaluation, interagiert sie dabei in iterativ-zyklischen Rückkopplungsprozessen mit relevanten Akteursgruppen wie Betrieben, Bildungspraktikern und Fördergebern. Vorgestellt und reflektiert wird das gewählte Forschungsdesign sowie erste Ergebnisse aus dem Projekt "Innovative Weiterbildungsangebote für nicht formal Qualifizierte" (Pro-up), das im vom Bundesministerium für Bildung und Forschung geförderten Entwicklungs- und Forschungsprogramm "Innovative Ansätze zukunftsorientierter beruflicher Weiterbildung" (InnovatWB) angesiedelt ist." "Innovative educational approaches make it possible to reach target groups that have to date been difficult to access for further vocational training. This applies in particular to people without formal qualifications. It is often the case that people without a recognised vocational qualification, but who may have gathered years of possibly in-depth professional experience, have reservations about conventional formats of further vocational training due to negative learning experiences they may have had at school or at work. A willingness on the part of those concerned to receive further training and their participation in and success with such training can lead to the availability of a wider range of further training options geared to certain target groups and companies. These options are very application-oriented in nature, provide an opportunity for increased integration into companies as learning venues, are characterised by a variety of multimedia-based methods, and use labour-market-relevant approaches to identify and recognise acquired skills. Development-related practice research can help approaches of work-related, digital and certificate-oriented learning, which have proved successful in pilot projects, to become part of further training culture. Understood as application-oriented field research, it should - in terms of the transferability of generated innovations- be embedded in regulatory structures. This is the only way for it to formulate the conditions for success and implementation. Oriented on scientific standards of formative evaluation, it interacts on the basis of regular iterative feedback processes with relevant groups of players such as companies, education experts, and funding agencies. This paper presents and reflects on the chosen research design and on initial results from the "Innovative Advanced Training Options for Persons without Formal Qualifications" (Pro-up) project established as part of the development and research programme "Innovative Approaches of Future-oriented Vocational Advanced Training" (InnovatWB) sponsored by the Federal Ministry of Education and Research."
