(Vollzeit-)Schulische Ausbildungsgänge mit einem beruflichen Abschluss gemäß und außerhalb BBiG/HwO : vertiefende Analyse der Entwicklungen in Deutschland

Abstract

"In Deutschland befinden sich derzeit rund 450.000 Schüler/-innen in einer beruflichen Ausbildung außerhalb des dualen Systems. Welche Ausbildungsgänge zählen dazu? Welche aktuellen Entwicklungen sind zu beobachten? Eine Studie des Bundesinstituts für Berufsbildung (BIBB) hat diesen sehr heterogenen Bereich in den Blick genommen und eine Systematisierung vor dem Hintergrund unterschiedlicher Rechtsgrundlagen und Zuständigkeiten vorgenommen. Das wissenschaftliche Diskussionspapier fasst die Ergebnisse der vertiefenden Analysen zusammen. Differenziert betrachtet werden die Bereiche 'vollzeitschulische Ausbildungsgänge gemäß Berufsbildungsgesetz (BBiG) bzw. Handwerksordnung (HwO)' und 'landesrechtlich geregelte Ausbildungsgänge außerhalb BBiG/HwO (ohne Gesundheits-, Erziehungs- und Sozialberufe)', 'landesrechtlich geregelte Gesundheits-, Erziehungs- und Sozialberufe' sowie 'bundesrechtlich geregelte Gesundheitsfachberufe'. Insgesamt werden zwei relevante Entwicklungen deutlich: Ausbildungsgänge in und für das Gesundheits- und Sozialwesen sind gekennzeichnet durch überwiegend steigende Schüler/-innenzahlen und intensive Modernisierungsprozesse auf struktureller Ebene. In den übrigen Bereichen vollzeitschulischer Ausbildungsgängen sind die Schüler/-innenzahlen insgesamt rückläufig." What current developments can be observed? A study conducted by the Federal Institute for Vocational Education and Training (BIBB) has investigated this highly heterogeneous area and undertaken a systematisation against the background of differing legal foundations and areas of responsibility. The academic research paper summarises the results of these more detailed analyses. A differentiated consideration is made of the areas of 'full-time school-based training courses pursuant to the Vocational Training Act (BBiG) or the Crafts and Trades Regulation Code (HwO)', of 'training courses outside the BBiG/HwO governed by federal state law (not including healthcare, educational and social occupations)', of 'healthcare, educational and social occupations governed by federal state law' and of 'professional healthcare occupations governed by federal law'. Two relevant developments become appa-rent in overall terms. Training courses in and for the healthcare and social services sector are characterised by pupil numbers that are largely rising and by intensive modernisation at the structural level.
