Abstract
"Über die „Ausbildungsreife“ von Jugendlichen wird seit vielen Jahren innerhalb der deutschen Berufsbildungsdebatte diskutiert. Die unterschiedlichen Interessengruppen nutzen den Begriff vielfach mit sehr unterschiedlichen Intentionen. Die vorliegende Untersuchung fragt danach, ob ein Zusammenhang zwischen der Situation am Ausbildungsmarkt und der interessenpolitischen Verwendung des Arguments der mangelnden Ausbildungsreife Jugendlicher im politischen Diskurs besteht. Konkret werden die auf politischer Ebene geführten Diskurse zwischen Arbeitgeber- und Arbeitnehmervertretern und den staatlichen Akteuren
im historischen Vergleich untersucht. Dazu wurden schriftliche Dokumente im Zeitraum von
1970 bis 2017 mithilfe der wissenssoziologischen Diskursanalyse untersucht und verglichen.
Die Diskursanalyse zeigt auf, dass sowohl Arbeitgeberorganisationen als auch Arbeitnehmervertretungen konstant konträre Positionen einnehmen. Die Befunde zeigen aber auch, dass je nach Lage auf dem Ausbildungsstellenmarkt die verschiedenen Akteure in unterschiedlichen Konstellationen und Intensitäten argumentieren sowie zudem wechselnde Argumentationslinien verfolgen. Mithilfe einer Diskursanalyse historischer sowie aktueller durch die verschiedenen Akteure (Arbeitgebervertreter, Arbeitnehmervertreter) veröffentlichten Dokumente wird somit der Frage nachgegangen, ob es sich bei dem Argument der mangelnden Ausbildungsreife um ein auf politischer Ebene eingesetztes interessenpolitisches Konstrukt handelt, das speziell in Zeiten hoher Jugendarbeitslosigkeit als Argument im politischen Diskurs verwendet wird (siehe die ausführlichen Forschungsbefunde in Zenner-Höffkes, 2020)." "The “training maturity” of young people has been a controversial term within the German vocational training debate for many years. The various interest groups use the term many times, but often with very different intentions. Despite this intensive discussion on training maturity, there are hardly any scientifically analyses on the topic so far. This study takes up this research gap and asks whether there is a connection between the situation on the training market and the political use of the argument of young people’s lack of training maturity in political discourse. Specifically, against this background, the discourses conducted at the political level on the lack of prerequisites of young people between employers’ and employees’ representatives and state actors are examined in a historical comparison. To this end, written documents from 1970 to 2017 were examined and compared using the sociological analysis of discourse. The discourse analysis shows that both employers organisations and trade unions constantly adopt contrary positions. However, the findings also show that depending on the situation on the training place market, the different actors argue in different constellations and intensities and also pursue changing lines of argumentation."
