Abstract
"Die wissenschaftliche Begleitung staatlicher Innovationsprogramme ist ein wichtiges Handlungsfeld für viele Forscher/-innen auch in der Berufsbildung. Seit 1976 gehören wissenschaftlich begleitete Modellversuche zu den Innovationsinstrumenten im deutschen Berufsbildungssystem, entwickelt und umgesetzt vom Bundesinstitut für Berufsbildung (BIBB) mit Fördermitteln der öffentlichen Hand. In Zusammenhang damit entwickelte sich in der neueren Bildungsforschung eine langjährige Diskussion um Handlungsansätze, Standards und Selbstverständnis einer gestaltungsorientierten wissenschaftlichen Begleitforschung. Auch die Modellversuchsforschung mit ihrer Präferenz für partizipative Aktionsforschung wurde Gegenstand teils kontroverser Diskussionen in den wissenschaftlichen Communities. 2010 hat dieser gestaltungsorientierte Forschungsansatz einen erheblich veränderten Programmrahmen erhalten. Rolle und Aufgaben der wissenschaftlichen Begleitung wurden vom Modellprojekt auf die Programmebene verlagert. Somit hat die Begleitforschung mehrere Handlungsebenen und steht in Spannungsfeldern von bildungspolitischem (und damit normativ determiniertem) Auftrag, wissenschaftlichen Unterstützungs- und Beratungsbedarfen sowohl der Programmleitung als auch der Modellversuchsakteure sowie programmbezogenen Transfer- und Evaluationsanforderungen. Dieser Beitrag will am Beispiel eines der großen Modellversuchsprogramme der letzten Zeit Potentiale, Gütekriterien und charakteristische Problemfelder dieses Forschungsansatzes aufzuzeigen, um zum weiteren Diskurs um Funktionen, Aufgaben und Selbstverständnis einer mitgestaltenden Begleitforschung im Rahmen von Innovationsprogrammen beizutragen." "The scientific monitoring of state innovation programs is an important field of action for many researchers, including in VET. Since 1976, scientifically supported pilot projects have been among the innovation instruments in the German VET system, they are developed and implemented by the Federal Institute for Vocational Education and Training (BIBB) with public funding. In connection with this, the recent educational research has developed a long-standing discussion about approaches, standards and self-understanding of design-based scientific accompanying research. Model experimental research with its preference for participative action research has also been the subject of at times controversial discussions in the scientific communities. In 2010, this design-based research approach received a significantly changed program framework. The role and tasks of the scientific support were shifted from the model project to the program level. Research on academic monitoring therefore has several levels of action and strives to combine the educational (and thus normative) mission, the need for academic support and advice of both the programme management board and the actors of the pilot project, as well as programme-related transfer and evaluation requirements. Using the example of one of the major pilot projects of recent years, this article aims to identify potentials, quality criteria and characteristic problem areas of this research approach in order to contribute to the further discourse on functions, tasks and self-understanding of accompanying research in the context of innovation programs."
