Abstract

„The digital transformation of vocational education and training (VET) primarily followed a complementary innovation logic. Digital tools supported existing models and, within the work-process approach, strengthened the integration of learning and working. With the rise of generative artificial intelligence (AI), however, a new, data- and model-centered logic emerges that requires a connective model. This emphasizes systemic networking, shared data spaces, and the co-construction of knowledge, thereby profoundly reshaping both pedagogical and occupational professions. The article develops a comparative matrix of digital and AI-based innovation logics and derives a maturity model of AI transformation for learning location cooperation from it. A qualitative study commissioned by the Canton of Bern provides an assessment of the current situation based on the developed maturity model. The results illustrate that AI transformation requires shared data spaces, new governance models, technical networking and AI-related skills. At the same time, there is currently a risk that learning locations will remain stuck in their own digital ecosystems. The maturity model therefore serves as a tool for highlighting this fragmentation and strategically managing learning location cooperation from an education policy perspective.” (author’s abstract; BIBB-Doku)
