Dynamisierung von innen und außen: Zur Neupositionierung der höheren Fachschulen in der Schweiz seit 1990

Abstract

„Das ursprünglich lose gekoppelte und von der Allgemeinbildung abgegrenzte Berufsbildungssystem der Schweiz wurde in den vergangenen 30 Jahren systematisiert und als integraler Teil des gesamten Bildungssystems neuformiert. Auf der Grundlage der Daten- und Quellenanalysen aus dem Forschungsprojekt «Höhere Fachschulen: Zwischen Higher Education und Berufsbildung» zeichnet der Beitrag die wesentlichen Transformationsprozesse am Beispiel der höheren Fachschulen nach. Sie passten sich in die neue Bildungssystematik ein und positionierten sich in drei Schritten neu. Insbesondere die beiden Transformationsphasen in den 1990er-Jahren sowie ab Mitte der 2000er-Jahre wurden von internationalen Entwicklungen stark beeinflusst: Die Sorge um die internationale Anerkennung der Diplome war ein wichtiges Reformmotiv. An Fallstudien lässt sich aber auch zeigen, dass der internationalen Dimension in den beiden Reformphasen und in unterschiedlichen Branchen unterschiedliche Bedeutung zukam – und die Dynamisierung zwar die intranationalen Reformen unterstützte, aber auch konservative Abwehrreflexe provozierte.“ (Autorenreferat; BIBB-Doku)

“Switzerland's vocational and professional education and training system (VPET) has been systematized and integrated into the overall Swiss education system over the past 30 years, starting from a loosely coupled system with distinct demarcations from the general school system. Based on the data and source analyses of the research project “Colleges of Higher Education: Between Higher Education and Vocational Education and Training - Development Dynamics, Status Analysis and Prospects in International Comparison”, this article points out three transformation phases in this process, using the example of colleges of higher education: Throughout this development, the colleges of higher education were included into the new education system, which contains all VET sectors, and faced the challenge of repositioning themselves in three steps. In particular, the two transformation phases in the 1990s and from the mid-2000s onwards were strongly influenced by international developments: concern about the international recognition of diplomas was an important reform motive. However, our case studies also show that the international dimension was of different importance in the two reform phases and in different sectors – and that while this dynamisation supported national reforms, it simultaneously provoked conservative defensive reflexes.” (authors’ abstract; BIBB-Doku)
