Herausforderungen und Lösungsansätze der Berufsbildungszusammenarbeit in Ruanda

Abstract

„Die ruandische Regierung verstärkt seit 2012 den Ausbau der beruflichen und technischen Ausbildung und versucht dabei zugleich das Bildungssystem zu reformieren, damit es den Anforderungen des Arbeitsmarktes gerecht wird. Die ruandische Regierung, wie auch viele andere Staaten des Globalen Südens, erhofft sich durch den Ausbau der Berufsbildung, dass sich durch mehr und besser qualifizierte lokale Arbeitskräfte auch mehr Firmen in Ruanda niederlassen und dieses wiederum mehr Beschäftigungsmöglichkeiten schafft. Als Vorbilder einer solchen Politik werden Länder wie Süd-Korea oder Singapur angesehen. Das deutsche duale Ausbildungssystem genießt in Ruanda und international einen hervorragenden Ruf und wird als Grundlage für Deutschlands technisch ausgereifte und qualitativ hochwertige Produktion sowie die vergleichsweise geringe Jugendarbeitslosigkeit angesehen. Um Elemente praxisorientierter dualer Berufsausbildung in das ruandische System wirksam einzubeziehen, müssen einige Grundvoraussetzungen gegeben sein. Das Kernproblem für eine erfolgreiche Implementierung des dualen Ausbildungssystems in Ruanda stellen der schwache Privatsektor und fehlende aufeinander abgestimmte Ausbildungs- und Arbeitsmarktmaßnahmen dar.“ (Autorenreferat; BIBB-Doku)

„The Rwandan government has been intensifying the promotion of vocational and technical training since 2012, while at the same time attempting to reform the education system so that it will meet the requirements of the labour market. The Rwandan government, like many other countries in the Global South, believes that by expanding vocational education and training, more and weII-qualified local workers will attract more companies to Rwanda, which in turn will create greater employment opportunities. Countries such as South Korea and Singapore are seen as role models for such a policy. The German dual training system enjoys an excellent reputation in Rwanda and internationally and is seen as the basis for Germany’s technically advanced and highquality production and comparatively low youth unemployment. In order to effectively incorporate elements of practice-orientated dual vocational training into the Rwandan system, a number of basic requirements must be met. A core problem for the successful implementation of the dual training system in Rwanda is the weak private sector and the lack of coordinated training and labour market measures.“ (author’s abstract; BIBB-Doku)
