Pflegehilfe und Pflegeassistenz : ein Überblick über die landesrechtlichen Regelungen für die Ausbildung und den Beruf

Abstract

"Ausgangspunkt des Beitrags sind die Mindestanforderungen an die landesrechtlich geregelten Pflegehelfer- und Pflegeassistenzausbildungen, die von der Gesundheitsministerkonferenz und der Arbeits- und Sozialministerkonferenz in einem Eckpunktepapier festgelegt wurden. Es konnte ermittelt werden, dass trotz der 2016 abgegebenen Selbstverpflichtung noch nicht alle Bundesländer ihre Berufsgesetze und Ausbildungs- bzw. Schulverordnungen entsprechend angepasst haben. Inhaltlich und formal bestehen zum Teil erhebliche Unterschiede, sodass die intendierte Vereinheitlichung und Anschlussfähigkeit an die dreijährige Pflegeausbildung noch nicht flächendeckend erfolgt ist. Ausgehend von einer vergleichenden Übersicht über die Berufsgesetze und Verordnungen der Länder sowie über einzelne Modellprojekte werden Handlungsempfehlungen gegeben." (Autorenreferat, BIBB-Doku)"The matter at hand is the minimum requirements that apply in respect of training programmes in the occupations of nursing assistant and care assistant, which are governed by federal state law. These stipulations have been set out in a key issues paper by the Conference of Ministers of Health and the Conference of the Ministers of Labour and Social Affairs. It has been determined that not all federal states have as yet amended their laws governing the professions and their training or school regulations accordingly despite a self-commitment to do so which was undertaken in 2016. In some cases, considerable differences exist in respect of contents and form. This means that the intention of achieving standardisation and connectivity with three-year nursing training has not been fulfilled across the country thus far. Recommendations are provided on the basis of a comparative summary of federal state laws governing the professions, of federal state ordinances, and of individual pilot projects."
